An improvement in civil-military relations would greatly enhance the ability of the PRTs to act as a catalyst for security and reconstruction \u2013 practices that continue to alienate the humanitarian organisations should therefore be abandoned. The use of white vehicles should be dropped altogether. The main rationale for using these vehicles \u2013 that they make the PRT patrol teams less threatening in the eyes of the local population \u2013 is flawed. It is the behaviour of the PRTs, not the colour of their vehicles, which will determine local perceptions and maintaining a practice that yield questionable benefits but greatly complicates civil-military relations does not make sense. The net effect may well be less, not more, goodwill from the local population because the level of reconstruction is likely to increase if the PRTs can attract NGOs in greater numbers to their areas of responsibility.
